There should be no discussion on exemptions to deregulating any level of radioactive material. All such material should be regulated and disposed of in as effective and safe a manner as possible. And any future policy with regards to nuclear waste should fully adopt and incorporate the "precautioinary principle". More so than any other regulation policy, that of radioactive material should be treated as extremely hazardous; precautionary rather than reactionary regulation is paramount.
